Users are able to Assign Inactive Power Units to Shipments (Doc ID 2491920.1)

Symptoms

When users are assigning Power Units to Shipments using the Action (Fleet Management -> Assign -> Power Unit), they observe that the assignment is successful even in the case of an Inactive Power Unit.

For comparison , if a user tries to assign an inactive Driver to the Shipment, message - "Driver Assignment validation failure for Shipment: and Driver: - Driver is not active." is displayed.
