OCI Identity - 'IDCS refused to connect' Error After Enabling MFA (Doc ID 2492072.1)

Symptoms

Enabled SSO between Fusion ERP and JCS-SX through IDCS. But after enabling multi-factor authentication (MFA), when you try to open a page from the Fusion application that belongs to JCS-SX, you are redirected to the IDCS login page again, which is not expected because authentication is already complete.
