Symptoms

ACTUAL BEHAVIOR
---------------
HR Data Extraction Date Not Updating for Terminated Associates Upon Refresh

The HR Data Extraction Date in the TermEligExtractDataIssue plan, is not updating to the Plan Cycle Date for terminated associates which is causing the Assignment Status to be incorrect. 

This has worked for the last three cycles but is no longer working. As a result the associate is showing eligible for merit components and should not.

EXPECTED BEHAVIOR
-----------------------
Terminated employees should no longer show eligible for the comp plan when the refresh process is run.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start comp plan
2. Employee is eligible
3. Employee is terminated
4. Run refresh process
5. Employee still shows eligible
Note: Due to Eligibility Determination Date being 3-4-2019, employee should no longer be eligible for plan.
