Recreating of Catalog in OCC Admin is Throwing errorCode "200102"

Cannot Recreate Catalog in Commerce Cloud as Deleted Catalog is not purged.
While creating a new catalog it's throwing an error "200102".
STEPS TO REPLICATE
The issue can be reproduced at will with the following steps:
1. Log into Commerce Cloud admin
2. Navigate to catalog
3. From the dropdown menu select 'New Catalog'
4. use the following details for the new catalog:
4a. Catalog Name: Site1
4b. Catalog ID: <CatalogId>
5. Click 'Create' and the error appears.
