Budgetary Control Dashboard Doesn't Show Any Balances (Doc ID 2492621.1)

Symptoms

On : 11.13.18.10.0 version, Financial Reporting and Analysis

When attempting to use Budgetary Control, the dashboard/balances are showing zeros. Attempting to refresh the budgets, the following error occurs.

ERROR

Request to refresh the balances to the cube failed. Data is not loaded because of missing segment members in the cube. Please run On Demand Publish Program and re-run the Refresh Balances Program.
 The list of missing segment members is as follows:
3-HCMO0

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Transfer Control Budget Balances to Essbase
2.Create Budgetary Control Balances Cube
3. receive error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot close year end.
