Rest Web Service Error JBO-29000: Unexpected exception caught

Symptoms
First customer problem:
1. Customer has 4 REST Web Services(different domains), one of them(domain) is communicating well with OSC, when is calling from OSC through a groovy script, and the other 3 are giving time out when calling.
The one that is working has a different certificate comparing with the other 3 that are not working.
Also the connectivity for the 3 with issue didn't work when trying to call from OSC backend.
The Second customer issue:
2. After changing the proxy settings and importing the certificates for the domains with the issue, customer received an error when calling the domains:
"oracle.binding.expr.ServiceInvocationException: JBO-29000: Unexpected exception caught: com.sun.jersey.api.client.ClientHandlerException, msg=java.lang.NullPointerException"
