Symptoms

Data pump import to ADW/ATP failing with "ORA-17500: ODM err:File does not exist" error:

ORA-39001: invalid argument value
ORA-39000: bad dump file specification
ORA-31640: unable to open dump file "https://swiftobjectstorage.us-ashburn-1.oraclecloud.com/v1/testtenancy/testbuck10/testfile.dmp" for read
ORA-17503: ksfdopn:4 Failed to open file https://swiftobjectstorage.us-ashburn-1.oraclecloud.com/v1/testtenancy/testbuck10/testfile.dmp
ORA-17500: ODM err:File does not exist
