DBaaS Creation Fails on Oracle Cloud At Customer Classic Plane (Doc ID 2493806.1)

Symptoms

Customer unable to create Oracle Database Cloud Service on Oracle Cloud At Customer Environment.

The Service creation fails with Timeout after 116 mins and the Compute resources get deleted post failure.

However interesting note is that the same DBCS get successfully created if Customer selects Service Creation Without Backups Configured.

On further checking the Failed PSM Job Log:

long delay (almost 2 hours):

And, in the inner detail, this file is tried to download 10 times with no 
success:

ERROR : OPC installer has timed out after 10 attempts. 
 WARN : OPC installer has failed after 10 attempts. 
 WARN : Use local copy instead. 

 

 

 

Changes

No Changes were done in particular... The DBCS Creation is using a Image that has Old DBCS ToolSet (Jan 2018) instead of latest one.

For most of Oracle Cloud At Customers Staging Environment (Including DBCS and EXACS), the Images will not have latest Tooling. Instead the expectation is that the Customers will have to manually upgrade the Tooling after the Service is created successfully.
