Symptoms

When attempting to register a WSDL, the following error occurs.

Cannot establish connection to access the WSDL description. System administrator should verify proxy setting. Please check logs for more detailed information.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Application Composer
2. Web Services
3. Add a web service
4. https://env-name.fa.us2.oraclecloud.com/fscmService/ReceivablesCustomerProfileService?wsdl
5. Click Read WSDL
6. Error

BUSINESS IMPACT
