Stuck Threads Occurring When Bulk Planning Even a Single Order

Information in this document applies to any platform.
The customer is reporting that the system is generally very slow and they are able to see many stuck processes that have been open for as long as 2 days. The customer has been unable to kill the processes. After the Servers are restarted, good performance returns until an order release is bulk planned.
