Fusion Applications - Global Payroll - Scheduling Is Not Working For PAE (Doc ID 2494811.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Two processes has been scheduled at the same time interval:

1) Calculate Payroll Process
Flow submission: Using a schedule
Frequency: Once
Start Date: 30/11/2018 - 6:15AM
Result:Calculate Payroll Process has been scheduled accordingly and has not started to process.

2) PAE Process
Flow submission: Using a schedule
Frequency: Once
Start Date: 30/11/2018 - 6:22AM
Result: The process has started to run immediately.

EXPECTED BEHAVIOR
-----------------------
The PAE process should not start to run immediately, it is expected the same as the result after scheduling the 'Calculate Payroll' process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule 'Calculate Payroll' process.
2. Noticed the expected result
3. Schedule PAE process
4. Noticed that it is starting to run immediately instead of been scheduled and not started to process.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot schedule the PAE process accordingly.
