Symptoms
After making minor changes in requisition approval rule conditions, while clicking Pending Approval in Manage Requisition page users are reporting the following error:

Error occurred while displaying History tree table. Error in evaluating routing slip. Check the underlying exception and correct the error in the routing slip.
The issue can be reproduced at will with the following steps:
1. Create new Requisition rules.
2. Existing Requisitions are getting the above error while clicking Pending Approval in Manage Requisition page
3. New Requisitions are working fine.
Due to this issue, users cannot submit requisitions for approval
