Symptoms

On : 11.13.18.10.0 version, Global Payroll

While loading the Federal Tax card, the following error occurs.
User didn't use HSDL before and always used PBL for Tax card load.

The issue can be reproduced at will with the following steps:
1. Load file using PBL
Task Name: US Employee Withholding Regional Card
Task Action Name: Upload State AL Component Details
2. Error occurs
