On : 11.13.18.10.0 version, Service Request

How to restrict employees and managers from deleting attachments in a service request?

How to restrict employees and managers from deleting attachments in a service request?
Employees/Managers can create and edit SR. They should be able to upload attachment, but not delete it.
Right now, they can even delete the attachments which are even uploaded by HR HD Admins (and not just by themselves), which is not expected functionality as per the user

What is privilege that needs to be removed from employees and line managers for the same?

Navigation: Login as Employee-->Help Desk --> HR Service Requests --> Create or edit existing SR -->Delete Attachment by clicking on "X" button in attachment field
