Symptoms

When attempting to upload an HCM Data Loader zip file with MTOM/XOP,
the following error occurs.

ERROR

GenericFault : generic error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. POST on https://<host>/idcws/GenericSoapPort

with below payload
