Unable To Auto Approve A Journal For Less Than 100K Batch Status: Validation Failed (Doc ID 2496357.1)

Symptoms

On :  11.13.18.10.0 version, Capture Transactions-Approve Journals

When attempting to use an approval rule for values less than $100,000, the journal goes to Validation Failed status instead of Auto approved.  The same rule works for other Ledgers.

ERROR

The journal goes to Approval Failed instead of Auto approve.

The SOA server logs DO NOT show any errors, nor the task.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have a rule set as:
Rule XXXXXX
IF
Journal Batch Ledger.Ledger Enabled for Journal Approvals Indicator is "Y"and

Journal Batch Ledger.Ledger Name is "ABC123Ledger" and

Journal Header.Entered Currency is not "STAT"

(Batch.Accounted Running Total Cr same or less than 100000 OR Journal Batch.Accounted
Running Total Dr same or less than 100000) and

(Journal Batch.Created By is "sa@xyz.com" or Journal Batch.Created By is "vr@xyz.com")

THEN
List Builder Supervisory
Response Type Required
Number of levels 1
Starting Participant HierarchyBuilder.getManager ("supervisory",Task.Creator,-1,"","")
Top Participant HierachyBuilder.getPrincipal ("pr@.com", -1,"","")

2. Have the rule saved and deployed.
3. sa@xyz.com user creates a journal under 100K
3. The batch goes to Validation Failed.
