FA: Cannot Delete Pending Lease Asset Transactions Create Via FBDI

Symptoms
When lease assets are created via the FBDI, user cannot delete these pending transactions from the Maintain Lease page.
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Leases > Pending Transactions page
2. Select the Delete option for a pending lease transaction
3. Click 'Yes' to confirm the deletion.
4. Refresh the page but lease is not deleted.
