ACTUAL BEHAVIOR

Users are unable to approve new claims


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as an Approver
2. Navigate to Claims
3. attempt to approve any of that claims in "Pending Approval"
4. Action menu does not even appear
