How to make English as default Locales for all users? (Doc ID 2496955.1)

Goal

Manage Knowledge Locales

For a task "Manage Locales Task", on the page, customer see Default Locale has bee set to "English - United States". But when they navigate to Knowledge User page, on that page, some user's they don't have "English - United States" set as a default locale.

Do customer need to run any process so as to assign locale "English - United States" to all the users?
