Relation of Compensation Plan Acceptance and Calculation Process

We want to understand the relationship between plan document acceptance process and calculation. For example when a compensation plan document is submitted to a participant for acceptance and if participant rejects it, will it have impact on earning calculation of that participant. If a participant rejects it means he is not satisfied with the compensation plan so how does system takes this rejection. Does the rejection has impact on earning calculation or anywhere. If not can we create this functionality in system that earning calculation should be done for only those participants who have accepted their compensation plan.
