Symptoms

On OCI (Bare Metal) , DB Version: 12.2.0.1 , RAC: 2 nodes

When creating a PDB, the instance running the command creates a Local unencrypted tablespace in that instance. The remaining instances, an local encyrpted tablespace is created.

Example, running create pdb on instance 1
PDB_NAME TABLESPACE ENC
---------- ---------- ---
DEVDB UNDOTBS1 NO
DEVDB UNDO_2 YES
