Symptoms
Can select purged or terminated services when adding account administrators for traditional cloud account from security tab in My Account application according to "Adding an Account Administrator" on the documentation, "Oracle Cloud Managing and Monitoring Oracle Cloud Release 18.4" [1].
For example, MYSQLCS is listed in Services on "Add Account Administrator" popup as below although MYSQLCS was already termitened.
The service, MYSQLCS, was already terminated as shown on the My Account Dashboard as below.
