WS for Budget object triggers unclear error
After the recent patches, the Budget WS seems to be triggering a strange error.

The issue can be reproduced at will with the following steps:
1. Prepare payload for proejct budget soap webservice
2.getting an error in response
business impact:
Due to this issue, users cannot load budget using webservice
