Fusion Global Payroll: Assignment Status with Pay Status - Do Not Process Still Getting Processed when Payroll Is Executed

This note was created for Release 11.13.18.05.0. The note has been reviewed and is current for release 22.214.171.124.0.
We recently had a set of employees who used to get processed in payroll run and are now migrated to the legacy system.
The last payroll run this migrated employee was for 36 pay period ( 21-10-18 till 17-11-2018)
Post-migration we have changed their assignment status to Paid in Legacy ( whose HR Status: active, Pay Status is l : Do not Process )
The issue is when we execute the payroll run this employee is getting picked up in the run and is part of payroll process
Payroll assignment status=Do no process to remove the respective employees from payroll processes.
The issue can be reproduced at will with the following steps:
1. Set the Payroll status for a series of records to Do not process.
2. Submit a payroll process.
3. Records are being picked-up for processing.
