Action Button Within My Team Is Unresponsive (Doc ID 2500402.1)

Symptoms

When a line manager navigates to My Team > Click on Direct > Employment Info

The "Action" button is unresponsive.  However when the same line manager clicks on the smart navigator (information icon) within the same UI, they are able to see the action LOV.
