The Public "ADMIN" User Menu Can be Corrupted (Doc ID 2500498.1)

Symptoms

The domain admin clicked "FINISH" on the PUBLIC "ADMIN" user menu and caused corruption. Luckily, it was able to be reversed by accessing the same menu as DBA.ADMIN and clicking finish. The user could not access anything or switch roles when this happened. It has potential to cause severe issues if a user did it in production.

Steps to replicate:

Login as domain admin:

Navigate to User Configuration -> Menu Manager -> Search for PUBLIC

ADMIN_MENU
select and then select Finish
Receive error: cause.Update_Record_Not_Exist(primaryKey=ADMIN_MENU,
table=USER_MENU_LAYOUT)
logout

login again
Springboard is blank
Click home icon, nothing happens
Click menu in upper left, no menu displayed

Login as DBA.ADMIN
Navigate to User Configuration -> Menu Manager -> Search for PUBLIC
ADMIN_MENU
select and then select Finish
Saved successfully
logout

Login as domain admin again, the menus are visible
