How to restrict Item Type field value to only one value on Non-Catalog Request UI? (Doc ID 2501331.1)

Goal

On Non-Catalog Request UI, there is field "Item Type". In the field, there are two values, "Goods or services billed by amount" and "Goods or services
billed by count".
How to restrict value of the LOV to one value?
