IDCS - Having Issues Using + Sign in Partner Providerid on IdP Initiated Federation (Doc ID 2501637.1)

Symptoms

While trying to initiate Federation session using IdP initiated SSO at IDCS such as bellow:

https://idcs-xxxxxxxxxxxxxxxxxxxxxxxxxxxxx.identity.oraclecloud.com/fed/v1/idp/initiatesso?providerid=0000000000000+0000000000000

IDCS throws error such as "There is a problem with your account. Please contact Support".
