FBDI Import Of Item Structures Failing Without Error Log (Doc ID 2501715.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When trying to import Item Structures in bulk via FBDI, the process is ending in Error but not generating an Error Log for the ESS process.

EXPECTED BEHAVIOR
-----------------------
Error log would be generated to determine why the Import failed.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Download and populate the Item Structures FBDI template
2. Generate the CSV and ZIP Files
3. Load the ZIP file to the UCM account scm/item/import
4. From the Scheduled Processes UI -> run the Load Interface File for Import process and select the ZIP file
5. Once complete run the Item Import process
