On :  NA version, Manage Budgets

When attempting to run "Refresh Tree for Budgetary Control",
the following error occurs.

ERROR

There are control budgets with incompatible status. Please refer the output file for the list of Control Budgets and the status - Exiting

The issue can be reproduced at will with the following steps:
1. Submit "Refresh Tree for Budgetary Control"
