ETL Inconsistency While Loading the Refnums

Information in this document applies to any platform.
For a shipment GID, the updated refnums are flowing to HD, but the refnums that already existed and were not updated,
got deleted after ETL is run. The refnums and shipment table dates are updated correctly before ETL is triggered,
however, this behavior is observed intermitently.
