Passport: 'Garbage' Characters Sent In Place Of Apostrophe in Candidate's Name

Symptoms
When the service is requested for a candidate that has an apostrophe in their name the Taleo passport framework sends what looks like garbage characters in place of the apostrophe. The same issue does not occur for other candidates that have names with an apostrophe in them.
Example:
- Last name as seen in Recruiting screen: O'Mydarling
- Value sent to the Passport service's provider: O’Mydarling
