Symptoms
Dependent designation rules are not working. We have enabled dependent designation and Family rule but Person without any contact are able to see all the options like. EE+Spouse, EE+Spouse+Child etc.
Ideally system needs to show coverage for EE Only, as person having no contacts/dependents; however, it is offering all tiers for all dependents for all plans.
