Innovation Access To Change Data In Idea

Have a requirement to give access to change data in Idea "General Information" and "Content" only to the user who create the idea and if possible to a particular role, for instance, Manager Role. All the other users can only add comments.
Using the role data security policies in conjunction with Actions > Team Members, users can grant access to change only to team members. When creating a new idea, the creator is always selected as a team member.
1. In the creation of the idea the default value for Manage Team Member is everyone. How to change to only team members by default?
2. Everyone can add himself or others as team members even when Data Security is set to only members can change ideas. The action menu is still available and users can select the Manage Team and can even add non-members. This is very strange because users can always bypass the team member security adding themselves as members. Is there a way to limit the access to the Actions > Manage team or to de-select and add members?
