In previous versions of Oracle Fusion Global Payroll Cloud Service, the task "Manage Payroll Process Configuration" could be accessed via:

Setup and Maintenance/Expand the task drawer/click on 'search'/search for the task: 'Manage Payroll Process Configuration'

However, in 19A onwards the task is no longer found here due to a design change in the UI.
