Goal

F1_SYNC_REQ_IN - allowing to sync with duplicate F1_SYNC_REQ_IN_ID and disabling index

In conversion process - initial sycn process is allowing to upload duplicate records with same F1_SYNC_REQ_IN_ID and during batch submission process its disabling the indexes.
