How to release holds with custom role created without 'Edit Payable Invoice' privilege?

Goal
On: 11.13.18.10.0
We have a requirement to create a custom role, that should allow users to release invoice holds, but should not allow users to edit invoices.
The issue is that when 'Edit Payable Invoice' privilege is removed from the role, we cannot release holds since there is no Edit on the Invoice details page.
Please advise, is there any solution to meet the role requirements and release invoice holds without 'Edit Payable Invoice' privilege?
