Fusion Taleo: NewHire Is Exported Unexpectedly From Taleo To FusionHCM

Symptoms
A candidate/new hire that currently has a CSW (candidate selection workflow) Step/Status that does not match the configured Exportable Statuses (Recruiting Administration > Services / Exportable Status) was still exported to Fusion.
EXAMPLE:
A candidate has a submission on a requisition that uses "Employee" workflow.
The candidate currently has values of Step:<STEP_A> and Status:<STATUS_A>
The Exportable Status configuration for the workflow "Employee" is:
Configuration > Taleo Recruiting Administration > Exportable Statuses

When the Fusion import process ran (to export the new hires/candidates from Taleo and import into Fusion) the candidate was one of the exported records even though the configured exportable status is different from the candidate's CSW status.
