 Create Invoice web service is not working  

we are trying to use the  createSimpleInvoice web service to create an invoice , but we are facing the following error

" <tns:message>JBO-29000: Unexpected exception caught: oracle.jbo.TxnValException, msg=JBO-27023: Failed to validate all rows in a transaction.</tns:message>"
