After 18.6 Upgrade Global Widget Templates Cannot be Edited (Doc ID 2504145.1)

Symptoms

In occs-admin, open a global widget from Design > Layout > select a layout > select a widget > open About tab.   In 'About' tab, "Go to widget code" button is no longer displayed after the upgrade to 18.6.

Changes

 Upgraded to 18.6 or later version.
