Whenever The User Clicks On The Email-based Approval Link, IDCS Link Keeps On Spinning

Whenever the user clicks on the email-based approval link, IDCS link keeps on spinning (not loading the page) and its like a page hang.
Users should be prompted for IDCS login screen but it's not working for some users.
a) Not be able to access url alright if copying the link and paste it manually in new browser window ? It only works in a new incognito window.
b) It works if you change your default browser to Internet Explorer or Firefox. The issue can be replicated in chrome browser.
c) Link does not work even if you copy the link and paste it in browser url so it is not noticed only when you click on email link.
The issue can be reproduced at will with the following steps:
1. For some users whenever the user clicks on the email-based approval link, IDCS link keeps on spinning(not loading the page) and its like a page hang.
