Unable to Update Multiple Persons that had Transactions From Before Upgrade (Doc ID 2504205.1)

Users are unable to update multiple persons .  The Edit button is greyed  and there are no transactions showing as pending or in error.  Administrators can not locate the transactions. 

Users need to be able to edit the persons and identify why the edit button is disabled.

1  Login as user with HR Specialist privileges
2   Navigate: Welcome Page > My Workforce > Person Management
3  Search person number 999999
4   Click on link for abc def
5  Observe Edit button greyed out.
6  Check BPM for pending transactions for the person. Nothing pending.
7 Check the Transaction Console for transactions and nothing appears
No transactions appear in the Transaction Console. There is a single transaction appearing in the BPM Worklist, but it has been Withdrawn.
