UpdateWidgetDescriptorBaseTemplate Is Not Working After I Make Config Changes To Widget. (Doc ID 2504541.1)

Symptoms

updateWidgetDescriptorBaseTemplate is not working after make config changes to widget. After making changes to Base Template using API, creating new instance and modifying the elements , template code using old template code ( before API run).


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
  
1) install a widget zip file
  
2) create a new widget instance, and it will use the template code from the zip file
  
3) Run the updateWidgetDescriptorBaseTemplate API to change the base widget template
  
4) Create another new widget instance, and it will correctly use the template code from Step 3 above
  
5) BUG: after modifying elements for widget instance from step 4, its template code is now no longer using template code from step 3. It is now using template code from before modification.
