Cannot Edit Conditional in Rich Text Attribute Templates When Using Google Chrome

Information in this document applies to any platform.
When attempting to edit a conditional inside of a rich text attribute template in Chrome, the edit box never shows up.
The issue can be reproduced at will with the following steps:
- In Chrome, Navigate to Admin > Process Definition > List Text Library Templates.
- Open the template in question.
- Double click one of the pencils next to a conditional.
