Symptoms

On : 11.13.18.10.0 version, .Manage Compensation

ACTUAL BEHAVIOR
---------------
When this eligibility is attached to plan and when the plan is run for the 1st time, only 51 workers are selected.
When I run the refresh process for the Compensation plan, then the correct population of 625 workers are selected.

EXPECTED BEHAVIOR
-----------------------
It should trigger 625 from the begging

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attache the eligibility profile to the plan
2. Start the plan and only 51 workers are included
3. Run the refresh
