Approve/Reject Buttons available for all users when opening the journal in UI after 19A update (Doc ID 2505238.1)

Symptoms

After 19A Approve/Reject button are enabled for all users when verifying any journal pending approval.

Earlier behavior was that the Approve/Reject buttons were available only for Approvers.
When an unauthorized user clicks on Approve/Reject, system throws an error that he is not the Approver: ” You can’t approve or reject the journal because you’re not the approver.(GL-782239)”
