When attempting to run Create Customer Statement, the statement outpus is created, however email is not sent

After running Create Customer Statement following ESS processes are executed:
Name Status
Create Customer Statement Generate Log Error
Create Customer Statement Subprocess Succeeded
Create Customer Statement Warning
Process ID Process ID is ending with following error:
ERROR:ESS-07034 Job logic indicated a business error occurred while executing an asynchronous java job for request ID. Job error is: BIP job failed with delivery error.
EXPECTED BEHAVIOR

Create Customer Statement should send email to customers
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Receivables system options. active e-mail address in either the From E-Mail field or the Reply-to E-Mail field of the Transaction or Statement Delivery Using E-Mail section of the Billing and Revenue tabbed region for the applicable business unit.
2. Create customer
At Account and site level enable Send Statement
At site level define contact and responsibilities
2. Create an invoice for previous customer
3. Run Create Customer Statement following ESS processes
