Attachment GET REST web service call failing for file names over 30 characters

We have an a GET REST web service call that gets all SalesCloud account attachments from a SaleCloud account. During testing we found that it is failing when the attachment filename is longer than 30 characters. We've done some digging and found that 21% (16144) of all attachments on SalesCloud accounts are over 30 characters, so this is a pretty significant problem for us. Does Oracle have a way around this issue?

Why would the UI allow users to enter an attachment filename that exceeds 30 characters if the web service doesn't support that? Please let us know what we should do to resolve this issue.

If we want to get the Attachment file name using REST GET API, which parameter to use?
