Symptoms

Customer tried to restart the instance from console, which timed out after waiting 60 minutes to start Virtual Machine.

From activity log, we can see that it failed to start the service with error message (removed the customer specific data):

Timed out after waiting 60 minutes to start Virtual Machine vm-1...
The orchestration Compute-123456789/../db_lNm-1 is in error state since Wed Feb 13 2019 02:17:59:000
OPlan [launchplan]: [u'SSHKey/../dbaas.<service_name>.DB.ora_user is not valid because it is disabIed
