Unable To Restart The OIC Instance (Doc ID 2506860.1)

Symptoms

Unable to restart the OIC managed server, while trying the server goes to FAILED state.
Tried to restart. Failed with following Error.

ERROR
-----------------------
Received exception while creating connection for pool "SOALocalTxDataSource": ORA-00257: Archiver error. Connect AS SYSDBA only until resolved.
Tried to restart the associated DBCS, but after restart getting an error, TNS:listener does not currently know of SID given. Due to this not able to bring up OIC instances.

Restart the OIC
